Add libgcrypt20 to Depends.

Now all distribution support libgcrypt11-dev as a trasitional package, but don't support libgcrypt11.

This changes ubuntu minor version.
This add dependency on libgcrypt11 and libgpg-error and build dependency for each -dev files.

Apparently just libgcrypt-config isn't enough on some platforms.

The bugs fixed in this commit is below:
1. debian/rules cannot remove libpurple/.depend
2. some files are executable.
3. debian/control description is strange.
